Homemaker Services in Wyoming assist individuals who are unable to manage household tasks due to age, disability, or chronic illness. These services are essential for helping participants maintain a clean, healthy, and safe home environment and are designed to support independent living and prevent institutionalization. Homemaker Services are available through Wyoming’s Community Choices Waiver (CCW) and the Comprehensive and Supports Waivers under the Developmental Disabilities Division (DDD). All services must be included in a participant’s Individualized Plan of Care (IPC) and reflect a documented need for assistance with household management.

Agency: Wyoming Department of Health – Division of Healthcare Financing & Developmental Disabilities Division (DDD)
Role: Establishes homemaker service guidelines, authorizes funding, and monitors provider compliance.
Agency: Medicaid Provider Services
Role: Processes enrollment and reimbursement for homemaker service providers.
Agency: Case Management Agencies / Public Health Nursing (PHN)
Role: Coordinates assessments, identifies homemaker needs, and submits service authorizations in IPCs.
2. HOMEMAKER SERVICES OVERVIEW
Homemaker services focus on non-medical household assistance that enables the participant to remain in their home and live safely and with dignity.
Covered homemaker tasks may include:
Light housekeeping (dusting, sweeping, mopping, vacuuming)
Dishwashing and kitchen clean-up
Laundry and bed linen changes
Bathroom cleaning and sanitizing
Organizing personal belongings and home spaces
Trash removal and basic safety monitoring
Meal preparation support (if specified in IPC)
Errands and grocery assistance (if included in service plan)
Homemaker services do not include skilled nursing, hands-on personal care, or heavy-duty cleaning.
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register the business with the Wyoming Secretary of State
Obtain a Federal EIN and Type 2 NPI
Enroll with Medicaid as a homemaker service provider under the relevant HCBS waiver
Submit application materials, including a Homemaker Services Policy & Procedure Manual
Hire staff with experience in home care, hospitality, or disability services
Maintain liability insurance and complete background checks for staff
No healthcare license is required, but Medicaid certification through DDD or the CCW program is mandatory.
4. WYOMING PROVIDER ENROLLMENT PROCESS
Step 1: Register business and obtain EIN/NPI
Step 2: Apply for Medicaid provider enrollment under the applicable HCBS waiver
Step 3: Submit P&P Manual and staff documentation to Medicaid and DDD (if needed)

CPR/First Aid certification (recommended, but may be required if working solo)
All staff must complete:
HIPAA and confidentiality training
Abuse and neglect prevention
Cleaning standards and sanitation protocols

7. MEDICAID PROGRAMS THAT COVER HOMEMAKER SERVICES
