SUPPORTED EMPLOYMENT SERVICES PROVIDER IN WYOMING

EMPOWERING INDIVIDUALS WITH DISABILITIES TO GAIN AND MAINTAIN COMPETITIVE, INTEGRATED EMPLOYMENT WITH THE SUPPORTS THEY NEED TO SUCCEED

Supported Employment Services in Wyoming help individuals with intellectual, developmental, or physical disabilities find and maintain meaningful, competitive employment in the community. These services are designed to promote independence, self-sufficiency, and inclusion by providing customized supports in real-world work environments. Supported Employment is a covered service under Wyoming’s Comprehensive and Supports Waivers, managed by the Developmental Disabilities Division (DDD) within the Wyoming Department of Health. Services must be reflected in the participant’s Individualized Plan of Care (IPC) and aligned with their employment goals.

1. GOVERNING AGENCIES

Agency: Wyoming Department of Health (WDH) – Developmental Disabilities Division (DDD)

Role: Certifies providers, defines service standards, and monitors compliance for waiver-funded employment supports.

Agency: Wyoming Department of Workforce Services – Division of Vocational Rehabilitation (VR)

Role: Provides short-term employment supports prior to long-term waiver-funded Supported Employment and must be accessed first.

Agency: Medicaid Provider Services – Division of Healthcare Financing

Role: Handles Medicaid provider enrollment and billing.

Agency: Case Management Agencies

Role: Assess individual needs and coordinate employment services as part of the participant’s IPC.

 

2. SUPPORTED EMPLOYMENT SERVICES OVERVIEW

Supported Employment helps participants achieve their employment goals by offering assistance before and after job placement. It focuses on competitive, integrated employment where the participant earns a wage and works alongside individuals without disabilities.

Covered supports may include:

  • Job development and exploration

  • Assistance with job applications and interviews

  • On-the-job coaching and training

  • Support with workplace accommodations and task modifications

  • Employer outreach and advocacy

  • Transportation training related to employment

  • Ongoing job retention support

  • Coordination with Vocational Rehabilitation and employer partners

All services must be tailored to the individual’s goals and documented in the IPC. Waiver-funded services may begin after VR services have been exhausted or declined.

 

3. LICENSING & PROVIDER APPROVAL REQUIREMENTS

Prerequisites:

  • Register your business with the Wyoming Secretary of State

  • Obtain a Federal EIN and Type 2 NPI

  • Apply for DDD certification as a Supported Employment provider

  • Complete the provider orientation and training required by DDD

  • Develop a Supported Employment Policy & Procedure Manual

  • Hire Employment Support Specialists or Job Coaches with appropriate training

  • Maintain general liability insurance and track staff background checks

Supported Employment does not require a separate business license but must meet DDD certification standards.

 

4. WYOMING PROVIDER ENROLLMENT PROCESS

Step 1: Register business and obtain EIN/NPI

Step 2: Apply for certification with Wyoming DDD for Supported Employment

Step 3: Complete provider orientation and submit required documentation (manuals, training plans, resumes)

Step 4: Enroll with Medicaid through the Provider Portal

Step 5: Begin receiving participant referrals from case managers once included in IPC

Step 6: Deliver services in accordance with VR coordination and waiver billing timelines

 

5. REQUIRED DOCUMENTATION

  • DDD provider certification

  • Supported Employment Policy & Procedure Manual, including:

    • Job coaching and support delivery models

    • Coordination with VR and employer partners

    • Documentation of hours, outcomes, and progress

    • Staff training and supervision plans

    • Participant rights, safety protocols, and HIPAA compliance

    • Job matching and assessment procedures

    • Transportation safety (if applicable)

    • Service delivery logs and employer communication forms

  • Monthly progress reports tied to IPC goals

 

6. STAFFING REQUIREMENTS

Role: Employment Support Specialist / Job Coach

Requirements:

  • High school diploma or GED required; bachelor’s in human services preferred

  • Experience supporting individuals with disabilities in employment or community settings

  • Background check and abuse registry clearance

  • CPR/First Aid (recommended)

  • Must complete DDD-mandated employment support training modules

All staff must complete:

  • Disability sensitivity and workplace inclusion training

  • Vocational support documentation and billing procedures

  • Rights and safety training for community-based work environments

 

7. MEDICAID PROGRAMS THAT COVER SUPPORTED EMPLOYMENT

  • Comprehensive Waiver: Full array of employment supports for individuals with high levels of need

  • Supports Waiver: Limited employment services for individuals with lower support needs

  • Vocational Rehabilitation (VR): Required as the first payer before waiver funding begins

 

Note: Supported Employment services must not duplicate VR-funded services. Providers must document VR denial, closure, or ineligibility before waiver billing begins.
