In Illinois, opening an adult day services program starts with certification by the Illinois Department on Aging — not a traditional license.

If you're planning an adult day program in Illinois, the path runs through the state's Community Care Program. Here's what to get right before you submit.

Certification, not a license

Illinois adult day service providers are certified by the Illinois Department on Aging under the Community Care Program, and a separate certification application is required for each site you plan to operate.

Build your policies and forms first

The state expects a complete policy and procedure manual with matching forms — covering intake, care planning, staffing, the physical environment, infection control, food service, transportation, and emergencies — plus named leadership and CPR and first-aid-ready staff.

Key takeaway: Get certified by the Illinois Department on Aging, build a full policy manual with matching forms, name your leadership, and file a separate application for each site.
