DELIVERING NUTRITIOUS MEALS TO SUPPORT HEALTH, INDEPENDENCE, AND WELLNESS FOR INDIVIDUALS WITH DISABILITIES
Meal Services in Alaska are designed to ensure that individuals receiving Home and Community-Based Services (HCBS) through Medicaid Waiver programs have consistent access to nutritious, appropriate meals that meet their dietary and health needs. These services may include home-delivered meals or meal preparation support and are essential for maintaining independence, promoting wellness, and preventing malnutrition or health decline.
1. GOVERNING AGENCIES
Agency: Alaska Department of Health – Division of Senior and Disabilities Services (SDS)
Role: Approves Meal Services providers, sets nutrition and food safety standards, and monitors service delivery
Agency: Alaska Medicaid (under the Department of Health)
Role: Administers Medicaid enrollment and reimbursement for authorized Meal Services under waiver programs
Agency: Centers for Medicare & Medicaid Services (CMS)
Role: Ensures federal compliance with HCBS guidelines, including nutritional support and wellness services
2. MEAL SERVICE OVERVIEW
Meal Services include the preparation, delivery, and/or support with meals for individuals who are unable to prepare adequate food on their own. Services must align with the participant’s care plan and support overall health, independence, and safety in the home.
Approved providers may deliver:
Home-delivered meals: Hot, cold, or frozen meals delivered directly to the individual’s residence
Meal preparation assistance: In-home help with cooking, portioning, and safe food handling
Nutritional support: Meals that accommodate special diets (e.g., diabetic, low-sodium, texture-modified)
Monitoring: Informal wellness checks during meal drop-off (if included in plan)
Meal planning education: Support with grocery lists, menus, and food budgeting (if authorized)
All meals must comply with SDS nutrition guidelines and be approved within the participant’s person-centered service plan.
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register business with the Alaska Division of Corporations, Business and Professional Licensing
Obtain EIN from the IRS and NPI (Type 2)
Maintain a commercial kitchen, food prep site, or partnership with a licensed meal prep facility
Comply with all Alaska food safety, handling, and sanitation regulations
Carry food liability insurance and workers’ compensation (if employing staff)
Develop systems for menu planning, delivery tracking, and participant communication
4. SDS PROVIDER ENROLLMENT PROCESS
Initial Interest and Application:
Request the Meal Services Provider Application Packet from SDS
Participate in a waiver program orientation (recommended)
Application & Documentation Submission:
Submit business details, food service procedures, and meal delivery plans
Provide sample menus, delivery logs, and food safety certification
Include policies for allergy management, dietary modifications, and missed deliveries
Readiness Review:
SDS reviews food prep site for licensing and safety compliance
Staff background checks, training certifications, and delivery procedures are evaluated
Providers must demonstrate ability to meet individual dietary needs consistently and safely
Approval & Medicaid Enrollment:
Once approved by SDS, enroll as a Medicaid provider through Alaska MMIS
Select relevant billing codes for Meal Services under applicable HCBS waivers
Finalize Medicaid provider agreement and configure claims submission access

6. STAFFING REQUIREMENTS
Role: Meal Services Manager / Program Supervisor
Requirements: Experience in food service management, nutrition, or health services; knowledge of Medicaid meal service compliance
Role: Meal Prep Staff / Delivery Driver
Requirements: Food handler certification (if preparing food), background check, valid driver’s license, and reliable transportation (if delivering)
All staff must complete:
SDS waiver and provider training
Food safety and sanitation training (ServSafe or equivalent)
CPR/First Aid (recommended)
Customer service and confidentiality training
Annual refreshers on meal delivery standards and allergy protocols
7. MEDICAID WAIVER SERVICES
The following Alaska Medicaid Waivers may authorize Meal Services:
Alaskans Living Independently (ALI) Waiver
Adults with Physical and Developmental Disabilities (APDD) Waiver
Individuals with Intellectual and Developmental Disabilities (IDD) Waiver
Children with Complex Medical Conditions (CCMC) Waiver (when age-appropriate)
Approved providers may deliver:
Nutritious meals tailored to dietary needs
Meal preparation assistance in the home
Scheduled home delivery of prepared meals
Documentation of meals delivered and any changes in participant condition
