ASSISTING INDIVIDUALS WITH DAILY LIVING TASKS TO MAINTAIN HEALTH, DIGNITY, AND INDEPENDENCE IN THEIR HOMES AND COMMUNITIES

Personal Care Services (PCS) in Wyoming provide hands-on assistance with activities of daily living (ADLs) and instrumental activities of daily living (IADLs) for individuals who are elderly, chronically ill, or have physical or developmental disabilities. These services are designed to support individuals in remaining safely in their homes and avoiding institutional placement. PCS is covered under Wyoming Medicaid’s State Plan and through the Community Choices Waiver (CCW) and Developmental Disabilities Waivers. All services must be deemed medically necessary, authorized in a care plan, and provided by qualified caregivers under the supervision of a registered nurse (RN).

 

1. GOVERNING AGENCIES

Agency: Wyoming Department of Health (WDH) – Division of Healthcare Financing

Role: Oversees Medicaid programs, including PCS and waiver-based services.

Agency: Public Health Nursing (PHN) or local Case Management entities

Role: Assess participant needs, develop care plans, and monitor PCS delivery (especially for Community Choices Waiver).

Agency: Wyoming Medicaid Provider Services

Role: Handles provider enrollment, billing support, and claims processing for Medicaid services.

 

2. PERSONAL CARE SERVICES OVERVIEW

Personal Care Services are non-medical supports provided in an individual’s home or community to assist with functional needs.

Covered services include:

  • Bathing, grooming, and personal hygiene

  • Dressing and undressing assistance

  • Mobility support and transfers

  • Toileting and incontinence care

  • Feeding assistance

  • Meal preparation and cleanup

  • Light housekeeping related to care

  • Medication reminders (not administration)

  • Escorting to medical appointments (non-transport)

PCS must be documented in a care plan, and service delivery must reflect individualized goals and safety protocols.

 

3. LICENSING & PROVIDER APPROVAL REQUIREMENTS

Prerequisites:

  • Register your business with the Wyoming Secretary of State

  • Obtain a Federal EIN and Type 2 NPI

  • Apply for enrollment with Wyoming Medicaid as a Personal Care or Home & Community-Based Services (HCBS) provider

  • Employ or contract qualified caregivers

  • Develop a Personal Care Services Policy & Procedure Manual aligned with WDH guidelines

  • Maintain liability insurance and comply with caregiver training standards

  • Conduct background checks and abuse registry screenings

Wyoming does not require home care agencies to be separately licensed unless providing clinical or skilled care.

Requirements:

  • Must be at least 18 years old

  • High school diploma or GED (recommended)

  • CPR/First Aid certified

  • Background check and abuse registry clearance

  • Completed orientation and competency verification

Role: RN Supervisor (if required by waiver or agency policy)

Requirements:

  • Licensed Registered Nurse (RN) in Wyoming

  • Oversees care plans, performs assessments, and supervises staff as needed

All staff must complete:

  • Universal precautions and infection control

  • Abuse and neglect prevention

  • Client dignity, privacy, and person-centered care training
