SUPPORTING ACCESS TO COMMUNITY LIFE AND DAILY ACTIVITIES FOR INDIVIDUALS WITH DISABILITIES AND LONG-TERM SUPPORT NEEDS
Non-Medical Transportation Services in Delaware enable individuals enrolled in Medicaid waiver programs to access essential services, community programs, employment, and social opportunities that promote independence and inclusion. These services are available under the Delaware Lifespan Waiver, administered by the Division of Developmental Disabilities Services (DDDS), and are separate from Non-Emergency Medical Transportation (NEMT).
1. GOVERNING AGENCIES
Agency: Delaware Division of Developmental Disabilities Services (DDDS)
Role: Authorizes non-medical transportation for waiver participants and oversees provider compliance
Agency: Delaware Division of Medicaid and Medical Assistance (DMMA)
Role: Reimburses approved transportation providers under waiver programs
Agency: Centers for Medicare & Medicaid Services (CMS)
Role: Ensures compliance with federal Medicaid waiver standards for transportation access and inclusion
2. NON-MEDICAL TRANSPORTATION SERVICE OVERVIEW
Non-Medical Transportation Services support travel to waiver-authorized services and community-based activities as part of a participant’s Individual Service Plan (ISP). These services must be related to promoting independence, employment, or community integration.
Approved providers may deliver:
Transportation to day programs, employment, habilitation services, or volunteer sites
Rides to recreational, educational, or skill-building activities
Door-to-door or curb-to-curb services based on participant needs
Wheelchair-accessible transportation (as applicable)
Scheduling and route planning support
Mileage tracking and trip documentation
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register business with the Delaware Division of Corporations
Obtain EIN from the IRS and NPI (Type 2)
Enroll as a DDDS Non-Medical Transportation Provider
If providing accessible transportation, comply with ADA vehicle and driver safety standards
Carry commercial auto insurance, liability insurance, and maintain vehicle inspection records
Complete driver background checks and First Aid/CPR certification
Maintain a system for tracking trips, authorizations, and service utilization
4. PROVIDER ENROLLMENT PROCESS
Step 1: Business Registration and Insurance
Register your transportation business and secure commercial vehicle coverage
Step 2: DDDS Application for Lifespan Waiver
Submit required documentation including driver screening, vehicle information, and transportation procedures
Step 3: Enroll in Delaware Medicaid (DMAP) if required for reimbursement
Coordinate service codes and billing setup for waiver services
Step 4: Coordinate with Support Coordinators and CMAs for referrals and trip authorizations

6. STAFFING REQUIREMENTS

ADA vehicle training (if transporting wheelchair users)
Training Requirements for All Staff:
Passenger safety and transfer assistance
HIPAA compliance and client confidentiality

Documentation and mileage log entry
7. MEDICAID WAIVER SERVICES
Non-Medical Transportation is reimbursed under:
Delaware Lifespan Waiver (DDDS)
Other HCBS waivers when included in the participant’s ISP
Approved providers may deliver:
Pre-authorized trips for community-based waiver services
Group or individual transport (as specified in plan)
Documentation and mileage submission for Medicaid billing
Coordination with DDDS teams and case managers
