Home-Delivered Meals Services in Delaware provide nutritionally balanced meals to individuals who are homebound due to disability, illness, or age-related limitations. These services are covered under the Delaware Lifespan Waiver, as well as certain Medicaid State Plan options and programs administered by the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD).

Role: Handles Medicaid enrollment and reimbursement for eligible meal services
Agency: Centers for Medicare & Medicaid Services (CMS)
Role: Ensures compliance with federal HCBS waiver guidelines
2. HOME-DELIVERED MEALS SERVICE OVERVIEW
Home-Delivered Meals Services provide ready-to-eat or reheat-and-serve meals to individuals who are unable to prepare food themselves and have no reliable caregiver support. Meals must meet nutritional standards and be delivered on a regular schedule based on the participant’s care plan.
Approved providers may deliver:
Daily or weekly hot, chilled, or frozen meals
Nutritionally balanced menus aligned with USDA and state dietary standards
Specialty meals (e.g., diabetic, low-sodium, puree) when ordered
Wellness checks at time of delivery
Documentation of delivery and non-delivery attempts
Communication with care managers about concerns or changes
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register your business with the Delaware Division of Corporations
Obtain EIN from the IRS and NPI (Type 2)
Enroll as a Medicaid waiver provider (via DMAP) and/or contract with DSAAPD or DDDS
Maintain access to a commercial or licensed kitchen (your own or through a partner vendor)
Meet food safety requirements from the Delaware Division of Public Health (DPH)
Carry commercial liability and vehicle insurance

4. PROVIDER ENROLLMENT PROCESS
