Habilitation Services in Wyoming are designed to support individuals with intellectual and developmental disabilities (I/DD) in acquiring, maintaining, and improving the skills needed for daily living and community inclusion. Role: Handles Medicaid enrollment, reimbursement, and claims processing for waiver services.

Agency: Case Management Agencies

Role: Develop and manage the IPC, coordinate services, monitor progress, and ensure alignment with waiver goals.

 

2. HABILITATION SERVICES OVERVIEW

Habilitation services aim to help individuals build and maintain life skills that promote self-sufficiency, integration, and personal empowerment.

Covered habilitation services may include:

  • Daily living skills (e.g., hygiene, cooking, budgeting)

  • Social and communication skills development

  • Adaptive behavior support and training

  • Community participation and inclusion activities

  • Self-advocacy and decision-making coaching

  • Household management and mobility training

  • Pre-vocational and recreational support

  • Skill-building in emotional regulation and personal boundaries

3. LICENSING & PROVIDER APPROVAL REQUIREMENTS

Prerequisites:

  • Register your agency with the Wyoming Secretary of State

  • Obtain a Federal EIN and Type 2 NPI

  • Apply for certification through DDD as a habilitation services provider

  • Complete mandatory provider orientation and pre-service training

  • Develop a Habilitation Services Policy & Procedure Manual

  • Employ or contract qualified staff trained in person-centered habilitation

  • Conduct background checks and maintain insurance coverage

Providers must meet specific DDD standards for training, documentation, service environment, and staff supervision.

 

4. WYOMING PROVIDER ENROLLMENT PROCESS

Step 1: Register your business and obtain an EIN/NPI

Step 2: Submit an application for DDD provider certification

Step 3: Complete the required provider orientation and submit your Policy & Procedure Manual

Step 4: Enroll with Medicaid via the Provider Portal

Step 5: Receive IPC referrals from case managers and begin service delivery once services are authorized

  • CPR/First Aid certification

  • Completion of pre-service DDD-required training

Role: Program Supervisor (recommended)

Responsibilities: Staff oversight, documentation audits, and participant outcome tracking

All staff must complete:

  • Person-centered planning training

  • Abuse and neglect prevention

  • HIPAA and confidentiality protocols

  • Documentation and data collection skills

  • Emergency and safety training (fire drills, elopement, behavioral incidents)

 

7. MEDICAID PROGRAMS THAT COVER HABILITATION SERVICES

  • Supports Waiver (I/DD): Covers habilitation for individuals with moderate needs and limited budgets

  • Children’s Habilitation Services: Covered under waiver services for youth with developmental disabilities, if functionally and medically justified

 

Note: All services must be outlined in the participant’s IPC with measurable goals, methods, and staff responsibilities clearly defined. Documentation is critical for billing and quality monitoring.
