2. ENVIRONMENTAL ACCESSIBILITY ADAPTATIONS SERVICE OVERVIEW

Environmental Accessibility Adaptations are permanent or semi-permanent modifications made to a participant’s primary residence to improve access and eliminate physical barriers related to mobility, safety, or independence.

Approved providers may deliver:

  • Wheelchair ramps, lifts, and widened doorways

  • Roll-in showers, grab bars, and accessible toilets

  • Kitchen modifications for reach and maneuverability

  • Lowered counters, switches, or appliances

  • Installation of handrails, stair lifts, or transfer supports

  • Structural modifications as outlined in an approved bid with justification

  • Project planning, cost estimation, documentation, and post-completion verification

3. LICENSING & PROVIDER APPROVAL REQUIREMENTS

Prerequisites:

  • Register your business with the Delaware Division of Corporations

  • Obtain EIN from the IRS and NPI (Type 2)

  • Enroll as an EAA provider under the Delaware Lifespan Waiver

  • Hold a valid Delaware contractor license (or partner with a licensed subcontractor)

  • Provide ADA-compliant installation and modifications

  • Carry general liability and workers’ compensation insurance

  • Maintain HIPAA-compliant documentation systems

  • Submit detailed bids with cost justification and photos (before/after)

4. PROVIDER ENROLLMENT PROCESS

Step 1: Business Registration and Licensing

  • Secure appropriate contractor licenses and business credentials

Step 2: Apply with DDDS as an Environmental Accessibility Adaptations provider

  • Submit company profile, proof of licensure, insurance, and sample project documentation
