2. ELECTRONIC MONITORING SERVICES OVERVIEW
Electronic Monitoring (EM) involves real-time oversight through technology, ensuring a participant’s safety without requiring constant in-person supervision. EM supports include:
In-home camera monitoring systems
Motion sensors and door alarms
Remote two-way communication devices
Fall detection and alert systems
Environmental sensors (e.g., stove usage, smoke detectors)
GPS tracking devices for individuals with elopement risks
Integration with a 24/7 monitoring center or designated natural support
All services must be approved in the participant’s Person-Centered Service Plan (PCSP) and must reduce the need for costlier in-person staffing.
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register business with the WV Secretary of State
Obtain an EIN and Type 2 NPI
Submit an Electronic Monitoring service provider application under the I/DD Waiver (via BMS)
Enroll in West Virginia Medicaid through Gainwell Technologies
Partner with or operate a 24/7 response center
Create a comprehensive Policy & Procedure Manual for EM services
Maintain general liability insurance, equipment warranties, and privacy safeguards
4. WEST VIRGINIA PROVIDER ENROLLMENT PROCESS
Step 1: Register your business and obtain EIN and NPI
Step 2: Apply to be an I/DD Waiver EM Provider through WVDHHR
Step 3: Complete Medicaid provider enrollment with Gainwell Technologies

7. MEDICAID PROGRAMS THAT COVER ELECTRONIC MONITORING
I/DD Waiver – Covers EM for individuals who can live semi-independently with remote supervision
Traumatic Brain Injury Waiver (TBIW) – May approve EM on a case-by-case basis if outlined in the ISP
Aged and Disabled Waiver (ADW) – Does not typically include EM unless authorized through a separate safety or assistive technology service
All EM services must be included in the participant’s service plan and must be cost-effective compared to alternatives such as 1:1 staffing.
