ENHANCING INDEPENDENCE, COMMUNICATION, AND SAFETY FOR INDIVIDUALS THROUGH CUSTOMIZED TECHNOLOGY SOLUTIONS
Assistive Technology (AT) Services in Wyoming empower individuals with disabilities or chronic conditions by providing tools, devices, and services that improve communication, mobility, safety, and daily functioning. These supports are critical for enabling independence and full participation in home and community life. AT services are available through Wyoming Medicaid’s Home and Community-Based Services (HCBS) Waivers, including the Comprehensive and Supports Waivers administered by the Developmental Disabilities Division (DDD), and the Community Choices Waiver (CCW) for individuals who are elderly or physically disabled. All devices and services must be authorized in the individual’s Individualized Plan of Care (IPC) and demonstrate clear functional necessity.
1. GOVERNING AGENCIES
Agency: Wyoming Department of Health – Developmental Disabilities Division (DDD) and Division of Healthcare Financing
Role: Establishes eligibility, defines covered items, and oversees Medicaid-funded AT services.
Agency: Medicaid Provider Services
Role: Manages enrollment, claims, and payment for AT providers and vendors.
Agency: Case Management Agencies / Public Health Nursing (PHN)
Role: Assess participant needs, coordinate evaluations, and facilitate authorization in IPCs.
2. ASSISTIVE TECHNOLOGY SERVICES OVERVIEW
Assistive Technology includes both devices and services that help individuals perform tasks they would otherwise be unable to do independently due to disability or health limitations.
Covered devices and supports may include:
Communication devices (AAC systems, speech output tools)
Mobility aids (e.g., smart canes, voice-controlled devices)
Environmental control units (e.g., smart home systems, remote door openers)
Adaptive switches and technology for recreation or learning
Sensory regulation and behavioral support devices
Visual and auditory alert systems
Medication dispensers and health monitors
Setup, training, and customization of AT devices
Services must demonstrate medical or functional necessity and cost-effectiveness. Devices may require professional evaluation from an Occupational Therapist, Physical Therapist, or Assistive Technology Professional (ATP).
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register your business with the Wyoming Secretary of State
Obtain a Federal EIN and Type 2 NPI
Apply for Medicaid enrollment as an AT vendor or Durable Medical Equipment (DME) provider
Partner with licensed professionals (OTs, PTs, SLPs, or ATPs) for evaluations when required
Develop an Assistive Technology Services Policy & Procedure Manual
Maintain liability insurance and establish safety and warranty policies
Ensure compliance with ADA and technology standards
AT providers may also operate as vendors, evaluators, or installers, depending on service structure.
4. WYOMING PROVIDER ENROLLMENT PROCESS
Step 1: Register your business and obtain EIN/NPI
Step 2: Apply for Wyoming Medicaid provider enrollment as an AT or DME vendor
Step 3: Submit required documentation (manuals, pricing, service offerings, warranties)
Step 4: Coordinate with evaluators and case managers for participant assessments
Step 5: Deliver services once IPC and, if required, prior authorization are approved
5. REQUIRED DOCUMENTATION

6. STAFFING REQUIREMENTS
Role: AT Technician / Equipment Provider
Requirements:
Knowledge of assistive technology tools and ADA-compliant installation
Training in HIPAA, safety, and participant interaction
Background check and documentation of device delivery training
Role: Licensed Evaluator (OT, PT, SLP, or ATP)
Requirements:
Wyoming state license or national ATP certification (e.g., RESNA)
Conducts functional evaluations and writes recommendation reports
Collaborates with case managers and vendors for authorization and delivery
All staff must complete:
HIPAA and participant confidentiality training
Emergency procedures and usage documentation
Technology setup, maintenance, and participant training
7. MEDICAID PROGRAMS THAT COVER ASSISTIVE TECHNOLOGY SERVICES
Comprehensive Waiver (I/DD): Covers AT devices and services for individuals with developmental disabilities, including assessments, customization, and training
Supports Waiver (I/DD): Includes basic AT with capped budgets and limitations
Community Choices Waiver (CCW): Covers AT for older adults and individuals with physical disabilities to promote aging in place
EPSDT (for individuals under 21): Medicaid covers medically necessary AT under Early and Periodic Screening, Diagnostic, and Treatment
Katie Beckett Program: Offers AT support for children with complex needs not otherwise Medicaid-eligible
Note: All AT devices must be included in the IPC, supported by a recommendation or assessment, and meet cost-effectiveness standards. Some items require prior authorization.
