Adaptive Equipment Services in Arkansas are designed to help individuals with developmental disabilities acquire and use specialized equipment that enhances mobility, safety, communication, and daily living. These services are covered under the Community and Employment Supports (CES) Waiver and must be medically necessary and linked to the participant’s Individualized Service Plan (ISP).
1. GOVERNING AGENCIES

Role: Authorizes Adaptive Equipment Services under the CES Waiver and monitors provider compliance
Agency: Arkansas Medicaid / Division of Medical Services (DMS)
Role: Handles Medicaid enrollment and reimbursement for adaptive equipment services
Agency: Centers for Medicare & Medicaid Services (CMS)
Role: Provides federal oversight and ensures HCBS waiver compliance with person-centered service delivery
2. ADAPTIVE EQUIPMENT SERVICE OVERVIEW
Adaptive Equipment Services include the assessment, acquisition, customization, and maintenance of items that support functional independence. These items must directly relate to the individual’s diagnosed disability and be required to maintain or improve their quality of life.
Approved providers may deliver:
Assessments to determine appropriate adaptive equipment
Purchase and delivery of authorized items
Assembly, setup, and demonstration of equipment
Staff and caregiver training on use and safety
Repair, maintenance, and replacement services
Documentation of purchases, installation, and training
Examples of adaptive equipment include:
Wheelchairs and seating supports
Standing frames and gait trainers
Augmentative communication devices
Adaptive utensils or electronic aids for daily living
Sensory integration tools
3. LICENSING & PROVIDER APPROVAL REQUIREMENTS
Prerequisites:
Register business with the Arkansas Secretary of State
Obtain EIN from the IRS and NPI (Type 2)
Apply through the DDS CES Waiver Provider Application
Enroll as a provider through the Arkansas Medicaid Portal
Maintain liability insurance and inventory control systems
