Before submitting a Medicaid enrollment application to the South Carolina Department of Health and Human Services (SCDHHS), an agency must first pass the Application for Provider Qualification administered by the South Carolina Department of Disabilities and Special Needs (SCDDSN) or the newly formed Department of Behavioral Health & Developmental Disabilities (BHDD). 8. Billing, Rates and Claims

Claims for Employment Services (Individual) are submitted to SCDHHS through the Medicaid Management Information System (MMIS) or a clearinghouse. Services are typically billed in 15-minute increments.

Rates are established by SCDHHS and published in the provider fee schedules. Providers must accept the Medicaid rate as payment in full and cannot balance-bill the participant.

9. Approval Sequence and Timeline

The pathway to becoming a billable provider is strictly sequential. An agency cannot begin the Medicaid enrollment phase until the SCDDSN qualification and contracting phase is fully complete.

Because SCDDSN may batch reviews into quarterly windows, the end-to-end timeline from initial application to active Medicaid billing status typically takes 6 to 9 months.

Applications are frequently delayed or denied during the SCDDSN qualification phase due to incomplete financial documentation. The requirement for three years of financial projections for new businesses is strictly enforced.
